What the FBI Counts as Burglary

Burglary is the unlawful entry of a structure to commit a felony or theft, including unlawful entry with intent to commit larceny. The FBI's burglary category includes residential, commercial, and unoccupied-structure entries. It does not require the use of force — a burglary can occur through an unlocked door — but it does require unlawful entry. Burglary rates have been on a multi-decade national decline; they sit well below historical averages today.

National Pattern for Burglary

The U.S. national burglary rate is 269.8 per 100,000 residents, well below historical averages thanks to a multi-decade decline. The FBI attributes the decline partly to better home security technology (alarms, cameras, electronic locks), partly to demographic shifts in property crime patterns, and partly to long-term decreases in opportunistic theft. City-level burglary rates correlate weakly with violent crime rates — a city can have low burglary alongside elevated violence, or vice versa.

Burglary rates are slow-moving and respond more to home security adoption than to policing strategy. The 5-year trend is usually more informative than the snapshot. Cities with rising burglary rates against the broader national decline are worth examining closely.
